Switch Double Pack Question

I want to get the new Pokémon Brilliant Diamond & Shining Pearl games for my boys -- figured I get each of them one of these as they both have Switch's. I see there is a Double Pack at Best Buy and Amazon. Does this Double Pack come with 2 game cards? Can they trade when they're done with their game? Is it better to buy these separately?
