SNES Hyper V-ball sample cart?

I bought this cart in a garage sale around 15 years ago. I have not seen any like it since, but I haven’t really been searching too hard. It is a prize piece in my collection. It is a bit heavier than most standard SNES games. Most of the normal games I have weighed between 2.5 - 3 ounces . This game is 4.3 ounces. Anybody have any info?

Looks like a legit pre-release copy. Probably sent by the publisher to NOA.
