Pokemon Bank and System Transfer

Answers from the Nintendo site and other sources have been mixed, so I thought maybe an experienced person could help. I know that if I delete my NNID, all my funds will disappear, and I need to remove the NNID via Format System Memory. I'm doing this to get back my digital Pokemon X from my 2DS. So, I have enough money left on the eshop to get a subscription to Pokemon Bank. However, I was wondering if, when I redownload Bank after the format, the Pokemon received through Bank, or even the account itself will be restored, or if I'll need to purchase it again.
 
It is not necessary to delete a NNID before transferring a different one onto the console, in fact it's pretty much recommended to allow the transfer to overwite the NNID itself. After the transfer is complete, the funds from both NNIDs will be combined and games originally on the console will become associated with the new NNID and can be redownloaded - but any in-game progress will be lost.
