According to Wikipedia, Graeme Norgate, Grant Kirkhope and Robin Beanland composed the GoldenEye 007 soundtrack.

It appears Robin Beanland only composed the elevator tracks (of which there are two, I believe).

Does that mean every other track was joint-composed by Graeme Norgate and Grant Kirkhope?

Graeme Norgate composed all of the sound effects, on GoldenEye... But, yes, he joint-composed half of the soundtrack, alongside Grant Kirkhope, who did the other half.

Interestingly, neither Norgate or Kirkwood had had much video gaming experience before GoldenEye. Norgate had only worked on KIller Instinct and Donkey Kong Land, up until this point, and Kirkhope had only worked on Donkey Kong Land 2.

Edit: Robin Beanland composed the elevator music for the Control level.
